When enabled a mailing list box will be displayed in either the left or right panels of your shop.

Mailing list settings

This will enable users to add their email address to your mailing list.
You can change the box title and text that appears in this box. You can also edit the email message details that are sent in the verification email. The email is added to your list once the person has clicked on the ink in the verification email.
There is also an un-subscribe feature tat lets a person remove their email address from your list.
This web address can be sent out with your bulk emails and will be something like this:
http://www.yourdomain.com/shop/shop.php?c=unsubscribe

FAQ's

Q: When i receive the verification email sent after signing up for the mailing list, the url is wrong.
A: You need to set the shop url in the shop settings to: http://www.yourdomain.com/shop/
You must have /shop/ on the end of the shop url.
